2026 Shanghai Municipal Health Work Plan In 2026, the city’s health work will adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guiding principle, fully implement the spirit of the 20th National Congress of the Communist Party of China and all plenary sessions of the 20th Central Committee, and thoroughly carry out the guiding principles of General Secretary Xi Jinping’s important speeches during his inspection of Shanghai. We will uphold the policy orientation of seeking progress while maintaining stability, improving quality, controlling costs, and boosting efficiency, implement the strategy of prioritizing health development, anchor the goal of building a world-class medical center city, and comprehensively promote the high-quality development of Shanghai’s health cause. I. Uphold Service to the Overall Situation and Highlight New Orientations and Functions for Health Development 1. Serve the Construction of a Science and Technology Innovation Center Focusing on advancing the development of superior disciplines, we will deepen the construction of research hospitals. We will launch a new round of applications for national clinical research centers, and organize and implement major national special projects in four major chronic diseases, infectious diseases, and innovative drugs. We will promote the development of medical cohorts and biobanks, standardize clinical research management, and elevate the level of clinical research. Relying on the Municipal Ethics Quality Promotion Center, we will standardize medical ethical reviews. We will ensure the implementation of the Regulations on the Administration of Clinical Research and Clinical Transformation and Application of New Biomedical Technologies, and guide relevant institutions to strengthen project management. We will implement talent programs at all levels and of various types, cultivate leading, top-notch, young, and other health professionals at all levels, and accelerate the building of a cross-disciplinary and compound strategic talent team integrating medical treatment, prevention, and management. 2. Serve the Construction of an Artificial Intelligence Highland We will accelerate the construction of the city’s medical artificial intelligence command center and Model-as-a-Service (MaaS) platform, develop a batch of medical multimodal datasets and knowledge bases, and create a number of artificial intelligence application scenarios and agent applications. We will guide Zhongshan Hospital in completing the construction of the national artificial intelligence application pilot base. We will hold municipal medical artificial intelligence competitions and events. Centering on data quality control and governance, we will advance the construction of the municipal health data platform. We will promote resident health portraits based on large model technology. We will implement the city’s administrative measures for the development and utilization of health data, and accelerate the release of the value of data elements. 3. Serve the Development of the Biomedical Industry We will speed up the application of innovative drugs and medical devices in hospitals, and ensure that domestic innovative drugs are allocated to the fullest extent possible in principle. We will promote medical institutions to make all national medical insurance negotiation drugs available through “dual-channel” pharmacies. We will orderly compile expert consensus and guidelines for innovative drugs and medical devices. We will promote health economic evaluations of innovative drugs and medical devices, and conduct real-world studies comparing the efficacy of original research drugs and domestic drugs. We will hold the 2026 Shanghai “Chunsheng Cup” Medical Innovation Talent Competition and a series of related events. 4. Serve the Regional Coordinated Development Strategy We will deepen the “group-style” assistance and “hospital-to-department support” models, strengthen the capacity-building of self-sufficiency in recipient areas, and implement annual key projects for counterpart assistance and mobile medical services. We will fulfill the rotating presidency of the “Yangtze River Delta Health Cooperation Group”, and strengthen the building of cooperation mechanisms in blood management, traditional Chinese medicine (TCM) empowerment for elderly care, traceability of TCM decoction pieces, comprehensive clinical evaluation of drugs, and handling of petition matters in the Yangtze River Delta region. We will promote the full implementation and service improvement of the “one-stop service for birth” in the Yangtze River Delta region. 5. Serve High-level Opening-up We will guide high-level international medical brands to settle in the city’s national strategic functional zones. We will deepen the international medical pilot programs in high-level public hospitals, and strengthen guidance for international medical services in pilot hospitals. We will advance the international standardization of TCM and international medical services. We will promote the signing of a new round of the Protocol between China and Morocco on Sending Chinese Medical Teams to Morocco, and complete the formation and training of a new batch of Chinese medical teams to Morocco. We will implement the “Belt and Road” initiative, and expand bilateral and sister-city exchanges and cooperation in TCM, foreign health assistance, and disease prevention and control. II. Uphold Public Welfare and Strengthen New Orientations and Mechanisms Centered on People’s Health 6. Improve Medical Service Capabilities We will regularly schedule the construction of national medical centers and national regional medical centers, and guide project hospitals to implement their functional positioning in accordance with the goals of the “Ten Major Centers”. We will strengthen the capacity-building of clinical specialties, establish and improve capacity assessment mechanisms, and select national key clinical specialty projects. We will issue a work plan for improving clinical service capabilities, and strengthen the development of weak disciplines such as anesthesiology, rehabilitation, emergency care, critical care, and mental health. We will optimize the allocation of medical and health resources in new towns and suburban areas, and strengthen the construction and capacity upgrading of suburban campuses of municipal hospitals. 7. Enhance Medical Quality We will launch special actions to implement core systems for medical quality and safety. Using information technology, we will advance the medical quality and safety monitoring system from risk early warning to precise prevention and continuous improvement. We will continue to optimize the performance monitoring indicator system for public hospitals, and strengthen performance monitoring feedback and improvement. We will promote the reform of the city’s acute and critical care system, and realize “unified dispatch” of the pre-hospital emergency system. We will strengthen the supervision of medical quality for acute and critical care within hospitals, standardize data uploading, and carry out visual monitoring and evaluation. Based on the city’s hospital review and evaluation system, we will establish a comprehensive medical service quality management system to realize closed-loop management of “monitoring—early warning—analysis—improvement”. We will strengthen the management of clinical application of antibiotics, narcotic and psychotropic drugs, and explore the construction of a monitoring center for rational clinical drug use. 8. Elevate Service Warmth We will expand the scope of free accompanying care services, promote innovation in service models and mechanisms, and accelerate the building of a medical care worker team. We will improve nursing services, ensure nursing quality control, and make nursing work more patient-centered. We will strengthen monitoring and analysis of medical service complaints, establish a “one hospital, one list” problem feedback and rectification mechanism, and effectively reduce the number of medical service complaints. We will improve the referral service system, promote the construction of the city’s smart referral information platform, standardize referral standards and procedures, and improve the quality of referral services. We will carry out outpatient service process reengineering, optimize in-hospital consultations, and build cross-population health service outlets. We will strengthen food safety standards, monitoring and evaluation, and nutrition and health work, enhance the capacity of national food safety specialty laboratories, promote pilot projects for connecting foodborne disease monitoring with pre-software for infectious disease monitoring, and expand the application of digital food labels. 15. Strengthen the Prevention and Control of Key Infectious Diseases We will implement the Law of the People’s Republic of China on the Prevention and Treatment of Infectious Diseases and the Law of the People’s Republic of China on Response to Public Health Emergencies, and continue to advance the construction of an intelligent multi-point trigger infectious disease monitoring and early warning system. We will deepen the building of emergency teams for infectious disease prevention and control, and strengthen high-quality training and practical drills. In light of the seasonal epidemic characteristics of infectious diseases, we will continue to prevent and control intestinal infectious diseases such as cholera and infectious diarrhea, respiratory infectious diseases such as influenza and measles, vector-borne infectious diseases such as dengue fever and malaria, as well as emerging and sudden infectious diseases. We will implement prevention and control plans for tuberculosis, AIDS, viral hepatitis, and other diseases. We will continue to promote vaccination against human papillomavirus (HPV), influenza, and other vaccines for key populations. 16. Enhance Medical Emergency Response Capabilities We will promote the second-phase construction of the municipal public health special command center and command platform. We will support the construction of national emergency rescue bases, major infectious disease prevention and control bases, and teams in Shanghai, and complete the formation and supporting arrangements for the national emergency poisoning response team. We will promote the building of medical emergency forces at municipal, district, and grassroots levels, and strengthen training and drills. We will strengthen the discipline construction and talent cultivation of emergency medical rescue, and promote its popularization in society. We will consolidate the “dual-track” voluntary blood donation model, and strengthen the overall coordination of blood collection and supply across the city. We will strengthen military-civilian cooperation and medical-police collaboration to support the construction of a Safe Shanghai. We will promote the planned allocation of automated external defibrillators (AEDs) in residential communities with fewer than 1,000 residents and key public places, strengthen equipment operation management, advance the construction of the “AED Network” platform, and improve the quality of linkage responses between public first aid and professional emergency services. We will provide medical and health security for major events such as the 9th China International Import Expo. 17. Strengthen Health Promotion and Patriotic Health Work We will thoroughly carry out the Healthy Shanghai Initiative. We will advance health impact assessment work, and promote the health points system across the city. We will build an authoritative health science popularization platform, strengthen health science popularization brands such as “Shanghai Health Broadcast”, and provide a platform for doctors to showcase their capabilities and serve the public. We will standardize the online health science popularization behaviors of medical and health institutions and their staff. In conjunction with seasonal patriotic health campaigns, we will continue to carry out vector-borne disease prevention and control focusing on mosquito control. We will strengthen law enforcement on tobacco control in public places and dissuade outdoor “walking smoking”. We will launch healthy town creation activities, and maintain and improve the quality of the city’s health environment. 18. Strengthen Mental Health and Psychiatric Services We will improve the special social psychological work mechanism, and advance key social psychological projects and characteristic brand tasks. We will promote mental health services for children and adolescents, and strengthen the service management and monitoring and early warning system for patients with severe mental disorders. We will strengthen the performance monitoring of public psychiatric hospitals. We will expand and upgrade the municipal psychological hotline 12356. We will strengthen the building of a professional social psychological talent team. We will carry out mental health education and publicity. V. Uphold Systematic Governance and Forge New Orders and Atmosphere in the Health Sector 19. Strengthen Party Building and Medical Ethics We will establish and practice a correct view of political achievements, give full play to the leading role of Party organizations, focus on strengthening the political and organizational functions of primary-level Party organizations, and lead the in-depth development of fine medical ethics through high-quality Party building. We will continue to carry out centralized rectification of corruption in the pharmaceutical field and improper practices and corruption issues affecting the interests of the people, deeply and collaboratively promote institutional development in the pharmaceutical procurement and sales sector, and implement the Nine Guidelines for Clean Practice of Medical Institution Staff and their implementation rules. Centering on public welfare and people-oriented principles, we will strengthen ideological education for Party and government leaders and medical backbone personnel in public medical institutions. We will carry out a new round of national civilized unit creation activities, and select and commend the city’s most beautiful medical workers. 20. Strengthen Comprehensive Industry Supervision We will establish and improve a coordinated supervision mechanism for supervision and law enforcement between municipal and district levels. We will continue to carry out hospital inspections, verification of cases with abnormal hospitalization expenses, and “three inspections” of quality safety and laboratory quality, strengthen the protection of patient privacy, personal information security, and medical data security, and severely crack down on profit-driven patient referral behaviors. Focusing on assisted reproduction, medical cosmetology, and postnatal maternal and infant care, we will strengthen cross-departmental comprehensive supervision. We will complete all random supervision and inspection tasks, and implement standardized enterprise-related administrative inspections in the health sector. We will expand the application of non-on-site law enforcement models. We will carry out hierarchical and classified training for law enforcement teams based on demand. 21. Strengthen the Rule of Law and Planning Work We will thoroughly study and implement Xi Jinping Thought on the Rule of Law, improve the regular learning mechanism, and press the primary responsibility of main Party and government leaders for promoting law-based governance. Focusing on central work, we will promote the formulation, revision, and abolition of local regulations, municipal government rules, and local standards in the health sector. We will advance the construction of a first-class business environment, deepen the reform of the administrative approval system, and improve the efficiency of health government services. We will formulate the city’s 15th Five-Year Plan for health development and various special plans, carry out interpretation and extensive publicity of planning policies, and promote the implementation of the plans. 22. Strengthen Safety and Stability Work We will hold fast to the safety production line in the industry, and carry out special rectification of safety hazards in high-rise buildings of medical institutions, including fire safety, electrical safety, elevator safety, and liquid oxygen tank safety. We will strengthen food safety in centralized dining units in the industry. We will enhance the supervision of laboratory biosafety. We will deeply promote the law-based construction of petition work, improve the quality and efficiency of initial petition handling, and conduct risk screening, resolution, and governance of repeated petitions. We will improve diversified channels for resolving medical disputes, optimize medical appraisal procedures, strengthen the building of an appraisal expert team, and enhance the quality and efficiency of appraisals. We will effectively strengthen publicity and public opinion guidance, and safeguard government credibility and the industry’s image.
